{"id":966,"date":"2007-04-17T03:50:00","date_gmt":"2007-04-17T03:50:00","guid":{"rendered":"https:\/\/mhgoldberg.com\/blog\/?p=966"},"modified":"2017-01-25T16:38:36","modified_gmt":"2017-01-25T21:38:36","slug":"adding-clarity-to-quality-cqos","status":"publish","type":"post","link":"https:\/\/mhgoldberg.com\/blog\/?p=966","title":{"rendered":"Adding clarity to quality: CQoS"},"content":{"rendered":"<p>Just when we might have thought that the <a href=\"http:\/\/strategis.ic.gc.ca\/epic\/site\/smt-gst.nsf\/en\/sf08752e.html\">Cabinet&#8217;s criteria<\/a> for local forbearance were pretty clear, the initial wave of ILEC forbearance <a href=\"https:\/\/mhgoldberg.com\/blog\/?p=970\">applications<\/a> triggered a CRTC <a href=\"http:\/\/www.crtc.gc.ca\/archive\/ENG\/Notices\/2007\/pt2007-5.htm\">public notice<\/a> on how to deal with exceptions for the Competitor Quality of Service (CQoS) metrics.<\/p>\n<p>Of course, you are asking yourself, &#8220;Why would the CRTC consider exceptions? Either they beat the numbers or they don&#8217;t.&#8221; Well, long before CQoS was considered as a forbearance criterion, the 14 indicators were used to determine if rebates should be paid to competitors when the ILECs provide inadequate service levels. As part of the rebate plan, in Decision <a href=\"http:\/\/www.crtc.gc.ca\/archive\/ENG\/Decisions\/2005\/dt2005-20.htm\">2005-20<\/a>, the CRTC created a mechanism for considering exclusions from CQoS results where an ILEC might have failed to meet a performance standard due to circumstances beyond its control.<\/p>\n<p>So, the CRTC is now <a href=\"http:\/\/www.crtc.gc.ca\/archive\/ENG\/Notices\/2007\/pt2007-5.htm\">calling for comments<\/a> on whether that &#8216;<span style=\"font-style: italic;\">get out of jail free card<\/span>&#8216; for rebates should apply for the local forbearance test as well.<\/p>\n<p>The clock is ticking quickly on this file; comments are due on April 27 and replies are due just one week later. It has to be an expedited process.
