{"id":935,"date":"2007-05-07T06:10:00","date_gmt":"2007-05-07T06:10:00","guid":{"rendered":"https:\/\/mhgoldberg.com\/blog\/?p=935"},"modified":"2017-01-25T16:14:43","modified_gmt":"2017-01-25T21:14:43","slug":"telecom-consumers-bill-of-rights","status":"publish","type":"post","link":"https:\/\/mhgoldberg.com\/blog\/?p=935","title":{"rendered":"Telecom consumers&#8217; bill of rights"},"content":{"rendered":"<p>Last summer, the CRTC issued a decision establishing a code of <a href=\"https:\/\/mhgoldberg.com\/blog\/?p=1295\">consumer rights<\/a>, affecting the major incumbent telecom companies.<\/p>\n<p>At that time, the <a href=\"http:\/\/www.crtc.gc.ca\/eng\/NEWS\/RELEASES\/2006\/r060829.htm\">press release<\/a> from the CRTC said that these rights include:<\/p>\n<blockquote style=\"color: #666666; text-align: justify;\"><p>the right to a local telephone service, the right to choose a phone company, the right to confidentiality, and the right to register a dispute or complaint.<\/p><\/blockquote>\n<p>Last week, the <a href=\"http:\/\/www.crtc.gc.ca\/archive\/ENG\/Decisions\/2007\/dt2007-28.htm\">CRTC confirmed<\/a> that these same rights apply in the territories of Northwestel and the smaller ILECs as well.<\/p>\n<p>The complete list of rights, each described in more detail in the notice, includes:<\/p>\n<ul>\n<li>Your right to local telephone service<\/li>\n<li>Your right to choose a phone company<\/li>\n<li>Your rights regarding deposits for service<\/li>\n<li>Your rights when the phone company wants to cut off your phone service<\/li>\n<li>Your rights when you want to discontinue your phone service<\/li>\n<li>Your right to block outgoing long distance and 900 and 976 calls<\/li>\n<li>Your additional rights if you are a person with a disability<\/li>\n<li>Your right to keep your information confidential<\/li>\n<li>Your rights regarding unsolicited telephone calls<\/li>\n<li>Your right to protect your privacy when calling or being called<\/li>\n<li>Your right to control access to your home<\/li>\n<li>Your rights regarding the wiring and equipment inside your home<\/li>\n<li>Your right to refunds<\/li>\n<li>Your right to detailed monthly billing information<\/li>\n<li>Your right to register a dispute or complaint<\/li>\n<li>Your right to participate in CRTC proceedings<\/li>\n<\/ul>\n<p>It remains to be seen how these rights will be policed and managed across multiple industry participants in a competitive environment.<\/p>\n<p>How long will it take to create the C-5: Canadian Communications Consumer Complaints Commission that was <a href=\"https:\/\/mhgoldberg.com\/blog\/?p=981\">announced<\/a> last month?<\/p>\n<p>Last Friday, PIAC filed a request with the CRTC asking for a public consultation process in the establishment of the agency.
