{"id":8249,"date":"2015-07-15T22:51:17","date_gmt":"2015-07-16T02:51:17","guid":{"rendered":"http:\/\/mhgoldberg.com\/blog\/?p=8249"},"modified":"2015-07-16T09:11:11","modified_gmt":"2015-07-16T13:11:11","slug":"canada-still-silent-on-low-income-broadband","status":"publish","type":"post","link":"https:\/\/mhgoldberg.com\/blog\/?p=8249","title":{"rendered":"Canada still silent on low income broadband"},"content":{"rendered":"<p>Yesterday, US President Obama unveiled <a href=\"http:\/\/j.mp\/1HP0ifB\" target=\"_blank\">ConnectHome<\/a>, a new initiative to bring Internet connections to low-income households, targeting students living in public and assisted housing.<\/p>\n<p>A new <a href=\"http:\/\/j.mp\/1HP0SK8\" target=\"_blank\">analysis by the US Council of Economic Advisors<\/a> shows a strong correlation between household income and internet use, a relationship that <a href=\"http:\/\/bit.ly\/hLbCeh\" target=\"_blank\">I discussed more than 4 years ago<\/a>. <\/p>\n<p>As the White House background paper says, students in low-income households risk a widening &#8220;homework-gap&#8221;:<\/p>\n<blockquote><p>While many middle-class U.S. students go home to Internet access, allowing them to do research, write papers, and communicate digitally with their teachers and other students, too many lower-income children go unplugged every afternoon when school ends. This \u201chomework gap\u201d runs the risk of widening the achievement gap, denying hardworking students the benefit of a technology-enriched education.<\/p><\/blockquote>\n<p>Industry Minister James Moore issued an <a href=\"http:\/\/j.mp\/1hc76vY\" target=\"_blank\">update on its Digital Canada 150 &#8220;digital strategy&#8221;<\/a> that still doesn&#8217;t address the need to increase adoption of digital technologies among Canada&#8217;s lowest income households. <\/p>\n<p>As part of its submission to the CRTC&#8217;s &#8220;<a href=\"http:\/\/j.mp\/1Nf9gva\" target=\"_blank\">Review of basic telecommunications<\/a>&#8221; proceeding, the <a href=\"http:\/\/j.mp\/1HP3Q1o\" target=\"_blank\">Affordable Access Coalition has put forward<\/a> an \u201cAffordability proposal\u201d, to &#8220;provide low-income Canadians with a monthly subsidy to use on the telecommunications service of their choice (broadband, home phone or cellphone service) and from the service provider of their choice.&#8221;<\/p>\n<p>As <a href=\"http:\/\/j.mp\/15e64rR\" target=\"_blank\">Rogers has demonstrated with its Connected for Success<\/a> program, the private sector in Canada can be a partner in delivering a solution for many low-income households. A <a href=\"http:\/\/j.mp\/1OdbFU7\" target=\"_blank\">story in the Globe and Mail<\/a> indicated that Rogers is currently providing 7000 households in Toronto Community Housing with service for just $9.99 per month.<\/p>\n<p>It is gratifying to see the issue brought forward by the Affordable Access coalition. <\/p>\n<p>How will industry and government policy makers respond?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yesterday, US President Obama unveiled ConnectHome, a new initiative to bring Internet connections to low-income households, targeting students living in public and assisted housing.
