{"id":7623,"date":"2014-12-09T12:08:30","date_gmt":"2014-12-09T17:08:30","guid":{"rendered":"http:\/\/mhgoldberg.com\/blog\/?p=7623"},"modified":"2014-12-09T12:09:11","modified_gmt":"2014-12-09T17:09:11","slug":"leading-or-following","status":"publish","type":"post","link":"https:\/\/mhgoldberg.com\/blog\/?p=7623","title":{"rendered":"Leading with a comprehensive review"},"content":{"rendered":"<p>I have written too many times [such as <a href=\"http:\/\/j.mp\/1tXWE13\" target=\"_blank\">here<\/a> and <a href=\"http:\/\/bit.ly\/vaugdZ\" target=\"_blank\">here<\/a>] that the 2006 Telecom Policy Review Panel called for a fresh review every five years, meaning that Canada is more than 3 years overdue for such a study.<\/p>\n<p>As <a href=\"http:\/\/j.mp\/1zoxZUN\" target=\"_blank\">Michael Geist writes this week<\/a>:<\/p>\n<blockquote><p>There is a growing sense that the twin governing statutes \u2013 the Broadcasting Act and the Telecommunications Act \u2013 should be reformed into a single Communications Act that better reflects today\u2019s Internet environment.<\/p><\/blockquote>\n<p>The <a href=\"http:\/\/j.mp\/1zoxZUN\" target=\"_blank\">post<\/a> speaks of the challenge faced by regulations and legislation that still treats telecom and broadcast as independent silos. The challenge of dealing with integrated business plans emerged during the CRTC&#8217;s recent set of 3 major policy hearings: Talk TV; wireless wholesale; and, wireline wholesale. At least one intervenor, VMedia, found itself caught with issues that bridged two proceedings, as we heard in <a href=\"http:\/\/j.mp\/1Abja6b\" target=\"_blank\">this interaction<\/a>:<\/p>\n<blockquote><p>6434\u00a0\u00a0\u00a0COMMISSIONER PENTEFOUNTAS: At the end of the day, I want you to perhaps expand &#8212; this is not a BDU hearing. You would agree with me?<\/p>\n<p>6435\u00a0\u00a0\u00a0MR. BURGER: Absolutely.<\/p>\n<p>6436\u00a0\u00a0\u00a0COMMISSIONER PENTEFOUNTAS: I understand your frustration, you came to Let&#8217;s Talk and you got sort of bumped.<\/p>\n<p>6437\u00a0\u00a0\u00a0So it&#8217;s not a BDU hearing?<\/p>\n<p>6438\u00a0\u00a0\u00a0MR. BURGER: This is not, no.<\/p>\n<p>6439\u00a0\u00a0\u00a0COMMISSIONER PENTEFOUNTAS: Okay. And your white label or unbundled IPTV, wouldn&#8217;t that be, clearly, sort of a broadcasting issue and not within the confines of this hearing?<\/p><\/blockquote>\n<p>Canada sorely needs a comprehensive communications policy review.
