More facts.&#8221;, with directions to readers to get more information on a special Industry Canada website.<\/p>\n<p>I tweeted earlier this week that I think the campaign is unseemly and sophomoric.<\/p>\n<p>On reflection, I think the government needs to take its own advice and provide less noise and more facts.<\/p>\n<p>There are at least two major points that merit scrutiny.<\/p>\n<p>The ad says &#8220;The fact is Canadians pay some of the highest wireless rates in the developed world.&#8221;<\/p>\n<p>That simply isn&#8217;t true, and the government knows it. Industry Canada and the CRTC commissioned a report [<a href=\"http:\/\/j.mp\/19EXPne\" target=\"_blank\">html<\/a>, <a href=\"http:\/\/j.mp\/19EXxwK\" target=\"_blank\">pdf<\/a>] that looked at international pricing; less than 3 months ago, then\u00a0<a href=\"http:\/\/j.mp\/18WEl2j\" target=\"_blank\">Minister of Industry Christian Paradis welcomed its release<\/a>, saying:<\/p>\n<blockquote><p>Based on Wall Communications&#8217; results, wireless prices have decreased 18 percent since 2008. This impressive decline shows that increased competition is keeping prices down while new technologies become available.<\/p><\/blockquote>\n<p>We know that the people responsible for the Government ad campaign are aware of the Wall Communications study; the government cites figures from that report when taking credit for prices dropping by 20%. The Wall Communications report doesn&#8217;t stand alone. The School of Public Policy at University of Calgary released a report two weeks ago <a href=\"http:\/\/j.mp\/1eewakM\" target=\"_blank\">on Parliament Hill<\/a>. The report was written by economists <a href=\"http:\/\/j.mp\/15mWcNh\" target=\"_blank\">who found<\/a>:<\/p>\n<blockquote><p>wireless prices in Canada are difficult to compare to international prices because Canadians use their mobile devices differently \u2013 with a bias toward monthly plans over pay-as-you-go and with fast networks that encourage smartphone usage. This incorrectly leads to the conclusion that Canadians are paying more, when in fact they are demanding more in terms of mobile services.<\/p><\/blockquote>\n<p>The authors of the University of Calgary report are experts in competitive markets, both of them having worked at Canada&#8217;s Competition Bureau. As <a href=\"http:\/\/j.mp\/14DMDee\" target=\"_blank\">I wrote at the time<\/a>, The paper takes aim at simplistic analysis that has led various critics to have accused the industry of being \u201cwoefully uncompetitive\u201d and \u201cdysfunctional and in desperate need of an overhaul.\u201d<\/p>\n<p>According to their report, &#8220;there is no evidence that there is a competition problem in wireless services in Canada.&#8221; Yet Industry Canada&#8217;s <a href=\"http:\/\/j.mp\/19FpoNl\" target=\"_blank\">More Choice website<\/a> ignores this finding. Industry Canada says it is a fiction that &#8220;There is already enough competition in the wireless market.&#8221;<\/p>\n<p>The University of Calgary report is an inconvenient contradiction &#8211; one that cannot be ignored.<\/p>\n<p>As I suggested on Monday, it is time <a href=\"http:\/\/j.mp\/19u7o9Q\" target=\"_blank\">to take stock<\/a> of where we are. How do we create the right policy framework to encourage the continued investment of billions of dollars each year, delivering advanced, affordable services that enable Canada&#8217;s participation in a global digital economy?<\/p>\n<p>I agree with one part of the ads that my taxes paid for. We need less noise and more facts.
