{"id":5220,"date":"2011-11-22T10:21:45","date_gmt":"2011-11-22T15:21:45","guid":{"rendered":"http:\/\/mhgoldberg.com\/blog\/?p=5220"},"modified":"2011-11-22T10:23:04","modified_gmt":"2011-11-22T15:23:04","slug":"21st-century-government","status":"publish","type":"post","link":"https:\/\/mhgoldberg.com\/blog\/?p=5220","title":{"rendered":"21st century government"},"content":{"rendered":"<p>It was only a matter of time before Canada would officially engage with its citizenry using the same tools we use to stay in touch with each other.<\/p>\n<p>Treasury Board President Tony Clement <a href=\"http:\/\/bit.ly\/vkq4bn\" target=\"_blank\">announced<\/a> a new\u00a0<a href=\"http:\/\/bit.ly\/vUJeNR\" target=\"_blank\">Guideline for External Use of Web 2.0<\/a> this morning at a conference.<\/p>\n<blockquote><p>Government of Canada departments are encouraged to use Web 2.0 tools and services as an efficient and effective additional channel to interact with the public.<\/p><\/blockquote>\n<p>A lot is bound up in that sentence. Use tools, such as Facebook, Twitter, LinkedIn etc. as an efficient and effective channel, in addition to (not instead of) presumably the older means to interact with the public.<\/p>\n<p>The new guideline notes that interactive web tools\u00a0can facilitate more rapid communication and engagement between government departments, including:<\/p>\n<ul>\n<li>Recruitment;<\/li>\n<li>Risk and emergency communications;<\/li>\n<li>Services to the public;<\/li>\n<li>Stakeholder outreach and education;<\/li>\n<li>As a collaborative tool; and<\/li>\n<li>Consultation.<\/li>\n<\/ul>\n<p>On the communications front, we have seen the CRTC establish a Twitter presence (<a href=\"http:\/\/bit.ly\/tDpYho\" target=\"_blank\">@CRTCgcca<\/a>) and there have been a number of proceedings that have seen use of tools such as YouTube and collaborative consultation. Of course, the use of these tools does not seem to have resulted in faster\u00a0delivery\u00a0of a National Digital Strategy &#8211; which is a risk highlighted by\u00a0the\u00a0new Guideline. Among other risks, the Guideline observes that negative perceptions can arise from Web 2.0 initiatives because of an inability to fulfill reasonable expectations of timely two-way communication.<\/p>\n<p>The Guideline is pretty extensive and should be reviewed on the government&#8217;s website.
