If usage isn’t curtailed, is an economic traffic management practice\u00a0ineffective?\u00a0If there is no congestion being experienced, should traffic management practices (economic or technical) be prohibited?<\/p>\n

These are some of the questions raised in arguments submitted last Friday to the CRTC in its wholesale usage based billing review.<\/p>\n

MTS Allstream cited evidence from Cogeco (that stated its traffic growth rate had not significantly been impacted by retail usage based billing) to state that<\/p>\n

volume-based billing models does\u00a0nothing\u00a0to reduce the total amount of traffic on the network… In other words… volume-based billing is ineffective in achieving its stated objective of suppressing volume of data transferred in a month.<\/p><\/blockquote>\n

Is reduction in traffic really the objective, or are carriers that implement economic traffic management practices looking to align retail prices with the value of service received? If volumes of traffic aren’t being changed, is there a fundamental problem with the practice? What policy objective is being violated?<\/p>\n

In a strange twist of logic, some argue that users are generally not seeing evidence of congestion, so traffic management practices are not necessary. Would these people be happier to have degraded service levels first – the way cities manage road expansion. As if we would be better off to have carriers use “just too late” provisioning practices, instead of “just in time.”<\/p>\n

Perhaps the most difficult piece to follow was submitted by CAIP. As an aside, CAIP’s piece was submitted late “due to technical problems”. It is somewhat ironic that a division of the Canadian Advanced Technology Association would be subjected to technical problems causing a two day delay in filing. CAIP raised the issue of Canada’s wireless industry to discuss network investment.<\/p>\n

If\u00a0we\u00a0use\u00a0wireless\u00a0telephony\u00a0services\u00a0as\u00a0an\u00a0example,\u00a0it\u00a0becomes\u00a0apparent\u00a0that\u00a0the\u00a0frequency\u00a0of investment and the value of\u00a0these\u00a0investments\u00a0are\u00a0complimentary [sic].<\/p><\/blockquote>\n

I’m not sure where CAIP was going with this. Like internet services, the wireless retail business is forborne from price regulation, Canada’s wireless industry does not have mandated resale requirements. CAIP acknowledges limited regulatory obligations on wireless:<\/p>\n

Similar\u00a0to\u00a0the\u00a0evolution\u00a0of\u00a0wireline\u00a0networks,\u00a0this\u00a0is\u00a0occurring\u00a0because\u00a0the\u00a0three\u00a0major\u00a0wireless\u00a0incumbents\u00a0in\u00a0Canada\u00a0are\u00a0desperate\u00a0to\u00a0gain\u00a0market\u00a0share\u00a0from\u00a0each\u00a0other.\u00a0In\u00a0the\u00a0wireless\u00a0realm the\u00a0key\u00a0mandatory\u00a0regulatory\u00a0obligation\u00a0is\u00a0that\u00a0the\u00a0incumbent\u00a0carriers\u00a0provide\u00a0access\u00a0to\u00a0their essential\u00a0tower\u00a0and\u00a0site\u00a0facilities\u00a0and\u00a0out\u2010of\u2010territory\u00a0roaming.<\/p><\/blockquote>\n
