Of the statements issued by\u00a0three major Canadian political parties on the subject of usage based billing, I thought the Liberal’s is the least credible and most opportunistic.<\/p>\n

The NDP critic, Charlie Angus,\u00a0has been unwavering\u00a0in his position that the internet needs to be regulated with intervention on the technology, network management and pricing. So his statement on UBB<\/a> follows along that\u00a0consistent theme.<\/p>\n

The Industry Minister, Tony Clement, cautiously couched his language in his statement<\/a>\u00a0to say that it will study the issue carefully to ensure\u00a0“that competition, innovation and consumers were all fairly considered.”<\/p>\n

In their statement<\/a>, the Liberals took what I believe was an unfair\u00a0swipe at the people at the CRTC. Other than pandering, what was the value of the line “CRTC has come to mean \u2018Consumers Rarely Taken into Consideration.\u2019” I think it was a slur targeting public servants who, in my experience,\u00a0have never acted in a manner that warrants such a cheap shot.<\/p>\n

Where does the issue go from here? The history of the issue ties the hands of the government<\/a> in how it might approach a solution to the public outcry.<\/p>\n

The reality is that there are limited options for selling shared network services other than\u00a0usage based pricing. Will the Minister send\u00a0last week’s decision back to the CRTC to reconsider the pricing level? For example,\u00a0the government could indicate that it wants the service to be priced on the basis of cost plus rather than as a discount off retail.<\/p>\n

That could change the level of the caps and\u00a0costing of exceeding those levels, increasing the pricing flexibility for ISPs that rely on wholesale aggregated services. But banishing usage based wholesale pricing is not a likely outcome.<\/p>\n
