{"id":3629,"date":"2010-05-21T06:27:57","date_gmt":"2010-05-21T10:27:57","guid":{"rendered":"http:\/\/mhgoldberg.com\/blog\/?p=3629"},"modified":"2010-05-20T12:02:55","modified_gmt":"2010-05-20T16:02:55","slug":"are-systems-holding-you-back","status":"publish","type":"post","link":"https:\/\/mhgoldberg.com\/blog\/?p=3629","title":{"rendered":"Are systems holding you back?"},"content":{"rendered":"<p>An <a href=\"http:\/\/www.crtc.gc.ca\/eng\/archive\/2010\/2010-296.htm\" target=\"_blank\">order from the CRTC<\/a> yesterday caught my eye. There were two interesting issues that arise &#8211; the ability to adjust rates retroactively and the challenges of billing and customer information systems.<\/p>\n<p>The situation was that Bell Aliant had planned to raise the price of its Hospital Patient Telephone Service last July 1. Due to an oversight, the changes didn&#8217;t get put into its billing system and to fix it, the costs of modifying the systems exceed the revenues that would be generated. So, Bell Aliant asked the CRTC to effectively reverse the price increase retroactively.<\/p>\n<p>Yesterday&#8217;s Order\u00a0was an interim rate decision; the CRTC has usually found that it cannot adjust\u00a0rates retroactively, where the tariff had already received &#8220;final&#8221; approval.\u00a0The CRTC will deal with the issues associated\u00a0with the\u00a0final ratification\u00a0later &#8211; whether the rates can be adjusted retroactively; whether the old price needs to pass a\u00a0price floor test, etc. While it sorts through the legal issues, the interim rate order stops the amount from continuing to accumulate.<\/p>\n<p>The other interesting issue is that Bell Aliant apparently cannot easily adjust the prices on a single rate element. Does this indicate that there may be a significant capital requirement in the future to replace legacy billing systems?<\/p>\n<p>We have looked at operational and billing support systems in past sessions at <a style=\"font-weight: bold; color: #800000; text-decoration: none;\" href=\"http:\/\/bit.ly\/cts2010\">The Canadian Telecom Summit<\/a>.
