Broadband is today\u2019s great infrastructure challenge. We seek access for all<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/2-goals-for-a-high-performance-america\/\" target=\"_blank\">Chapter 2<\/a>: Goals: 100m homes w\/ 100mbps; lead in mobile; affordable access; civic 1gbps; public safety network; lead in energy<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/3-current-state-of-the-ecosystem\/\" target=\"_blank\">Chapter 3<\/a>: Ecosystem is a cycle: apps &amp; content drive devices drive network services. Many strong points, but can do better<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/4-broadband-competition-and-innovation-policy\" target=\"_blank\">Chapter 4<\/a>: Spur competition with spectrum release. Empower consumers with broadband performance labeling, like nutrition info<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/5-spectrum\/\" target=\"_blank\">Chapter 5<\/a>: Spectrum: the great enabler. For mobile the need is unmistakable. Think 10 years ahead. Reform allocation system<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/6-infrastructure\/\" target=\"_blank\">Chapter 6<\/a>: Providers build networks on public lands. Improve utilization of existing infrastructure. Foster further deployment<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/7-research-and-development\/\" target=\"_blank\">Chapter 7<\/a>: Invest in R&amp;D, long &amp; short term. Use tax credits. Fund 1 Gbps testbeds on military bases. Urge experimentation<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/8-availability\/\" target=\"_blank\">Chapter 8<\/a>: 2020 universalization target: 4mbps actual. Review every 4 years. Improve USF, form Connect America &amp; Mobility Fund<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/9-adoption-and-utilization\/\" target=\"_blank\">Chapter 9<\/a>: Adoption:Pursue affordability. Consider free wireless. Launch Digital Literacy Corps. Make Web relevant, accessible<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/10-healthcare\" target=\"_blank\">Chapter 10<\/a>: Healthcare: Incentivize e-care. Get better data &amp; give patients control over it. Get centers connected<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/11-education\/\" target=\"_blank\">Chapter 11<\/a>: Education:Develop, broaden online learning; open content. Make use of data. Bolster e-rate for schools &amp; libraries<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/12-energy-and-the-environment\/\" target=\"_blank\">Chapter 12<\/a>: Energy: Integrate broadband into the Smart Grid. Provide access to digital data; will result in lower consumption<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/13-economic-opportunity\/\" target=\"_blank\">Chapter 13<\/a>: Economic Opportunity: Small businesses should harness the Web. Promote virtual job training &amp; placement, telework<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/14-government-performance\/\" target=\"_blank\">Chapter 14<\/a>: Government Performance: Improve service delivery. Prioritize efficiency. Use government as a broadband anchor<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/15-civic-engagement\/\" target=\"_blank\">Chapter 15<\/a>: Civic Engagement: Advance an open &amp; transparent government. Utilize social media. Innovate. Modernize democracy<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/16-public-safety\/\" target=\"_blank\">Chapter 16<\/a>: Public Safety: Create a public safety wireless network. Ensure cyber security. Roll out next-gen 911 and alerts<\/li>\n<li><a href=\"http:\/\/broadband.gov\/plan\/17-implementation-and-benchmarks\/\" target=\"_blank\">Chapter 17<\/a>: Plan will always be in beta.
