Not by its ISP, but by Twitter itself!<\/p>\n<p>As CIPPIC wrote on the National Post <a href=\"http:\/\/network.nationalpost.com\/np\/blogs\/fpposted\/archive\/2009\/07\/10\/crtc-live-blog-day-five-matt-hartley-covers-the-web-traffic-management-hearings-on-friday.aspx\">live blog<\/a> at 11:44: <\/p>\n<blockquote style=\"font-size: 85%; color: rgb(102, 102, 102); text-align: justify;\"><p>Heh &#8220;Wow, that&#8217;s a lot of Twittering!
