{"id":15348,"date":"2021-08-03T06:01:15","date_gmt":"2021-08-03T10:01:15","guid":{"rendered":"http:\/\/mhgoldberg.com\/blog\/?p=15348"},"modified":"2021-08-03T06:29:23","modified_gmt":"2021-08-03T10:29:23","slug":"spectrum-scarcity-driving-up-wireless-costs","status":"publish","type":"post","link":"https:\/\/mhgoldberg.com\/blog\/?p=15348","title":{"rendered":"Spectrum scarcity driving up wireless costs"},"content":{"rendered":"<p>Is Canada&#8217;s approach to spectrum policy driving up the costs of wireless services?<\/p>\n<p>In the wake of the record breaking $8.9B raised in Canada&#8217;s 3.5 GHz spectrum auction, <a href=\"https:\/\/bit.ly\/2V7P1ez\" rel=\"noopener\" target=\"_blank\">The Globe and Mail is reporting<\/a> that some observers blame a scarcity of 5G airwaves, coupled with an exceptionally large proportion set-aside for new entrants, for driving up bidding by the major carriers. <\/p>\n<p><a href=\"https:\/\/mhgoldberg.com\/blog\/wp-content\/uploads\/2021\/08\/Capture.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/mhgoldberg.com\/blog\/wp-content\/uploads\/2021\/08\/Capture-300x159.png\" alt=\"\" width=\"300\" height=\"159\" class=\"alignright size-medium wp-image-15352\" srcset=\"https:\/\/mhgoldberg.com\/blog\/wp-content\/uploads\/2021\/08\/Capture-300x159.png 300w, https:\/\/mhgoldberg.com\/blog\/wp-content\/uploads\/2021\/08\/Capture-1024x544.png 1024w, https:\/\/mhgoldberg.com\/blog\/wp-content\/uploads\/2021\/08\/Capture-150x80.png 150w, https:\/\/mhgoldberg.com\/blog\/wp-content\/uploads\/2021\/08\/Capture-768x408.png 768w, https:\/\/mhgoldberg.com\/blog\/wp-content\/uploads\/2021\/08\/Capture.png 1247w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>At $0.918\/MHz-pop, the set-aside spectrum sold for an enormous 71% discount, compared to the $3.188\/MHz-pop paid by the incumbents ($3.38 Rogers, $3.35 TELUS, and $3.05 Bell). The biggest beneficiary of the set-aside was Videotron, spending $830M to acquire spectrum in Canada&#8217;s 5 most populous provinces. According to a Videotron presentation, Videotron &#8220;acquired 40% of all the available set-asides in the country and 69% of the available set-asides in Qu\u00e9bec.&#8221; Applying incumbent prices, Videotron would have paid $2.05B more.<\/p>\n<p>Following the auction, the Canadian Press reported <a href=\"https:\/\/j.mp\/37fGRmR\" rel=\"noopener\" target=\"_blank\">&#8220;TELUS CEO Darren Entwistle says \u2018burdensome\u2019 regulations hampering access, cost of spectrum&#8221;<\/a>. <\/p>\n<blockquote><p>&#8220;5G spectrum auctions around the world confirm that international carriers pay much less for this resource than their Canadian counterparts,&#8221; Darren Entwistle told analysts on a call Friday.<\/p>\n<p>&#8220;Canada\u2019s position as a global network leader is being undermined by burdensome regulations governing access to spectrum and its cost.&#8221;<\/p><\/blockquote>\n<p>An <a href=\"https:\/\/j.mp\/3fh55RQ\" rel=\"noopener\" target=\"_blank\">article by Alexandra Posadzki in the Globe and Mail<\/a> indicated that TELUS wasn&#8217;t alone in questioning Canada&#8217;s spectrum policy and auction rules. <a href=\"https:\/\/j.mp\/3fh55RQ\" rel=\"noopener\" target=\"_blank\">&#8220;Bell, TELUS blame Ottawa\u2019s auction rules for driving up prices of 5G airwaves&#8221;<\/a> <\/p>\n<p>Over the past few years, I have written frequently on the issue of spectrum policy. Here are 5 of the more recent ones:<\/p>\n<ul>\n<li><a href=\"http:\/\/bit.ly\/2I0YP08\" rel=\"noopener\" target=\"_blank\">The cost of spectrum policy<\/a> \u2022 September 17, 2019<\/li>\n<li><a href=\"http:\/\/bit.ly\/38g7V4J\" rel=\"noopener\" target=\"_blank\">Spectrum policy and auctions<\/a> \u2022 December 11, 2019<\/li>\n<li><a href=\"http:\/\/bit.ly\/2ZPdVh5\" rel=\"noopener\" target=\"_blank\">Spectrum policy in the race for 5G<\/a> \u2022 January 6, 2020<\/li>\n<li><a href=\"http:\/\/bit.ly\/2NBuzvt\" rel=\"noopener\" target=\"_blank\">Paying for spectrum policy<\/a> \u2022 January 20, 2020<\/li>\n<li><a href=\"https:\/\/bit.ly\/36tple7\" rel=\"noopener\" target=\"_blank\">5G spectrum policy drives economic growth<\/a> \u2022 November 12, 2020<\/li>\n<\/ul>\n<p>Recently, <a href=\"https:\/\/bit.ly\/36tple7\" rel=\"noopener\" target=\"_blank\">GSMA has warned Canada<\/a> &#8220;there are clear trade-offs that the government needs to recognise when formulating spectrum policy \u2013 in particular, the likely impact this could have on network operators\u2019 ability to invest and on the consumer experience and the economy more broadly.&#8221;<\/p>\n<p>As <a href=\"http:\/\/bit.ly\/2I0YP08\" rel=\"noopener\" target=\"_blank\">I have written<\/a> before, a <a href=\"http:\/\/j.mp\/2mdrkQl\" rel=\"noopener noreferrer\" target=\"_blank\">GSMA study recommended<\/a>:<\/p>\n<ol>\n<li>Maximising revenues from spectrum awards should no longer be a measure of success<\/li>\n<li>Auctions can deliver inefficient outcomes when poorly designed<\/li>\n<li>Artificially limiting the supply of spectrum, including through set-asides, risks slowing services and inflating prices<\/li>\n<li>Spectrum should be released to the market as soon as there is a business case for operators to use it<\/li>\n<li>Policymakers should work with stakeholders to enable timely, fair and effective spectrum licensing to the benefit of society<\/li>\n<\/ol>\n<p>Point 3: &#8220;Artificially limiting the supply of spectrum, including through set-asides, risks slowing services and inflating prices.&#8221;<\/p>\n<p>TELUS CEO Darren Entwistle <a href=\"https:\/\/j.mp\/3fh55RQ\" rel=\"noopener\" target=\"_blank\">is quoted<\/a> saying, &#8220;If we are going to accelerate the government\u2019s innovation and affordability agendas, and if we are going to transition successfully into a 5G world, we need a responsible, forward-looking and predictable regulatory policy that ensures expeditious, fair and economical access to this national asset.&#8221;<\/p>\n<p>With $8.9B raised, should Canadian policy makers consider the 3500 MHz auction to have been a success? <\/p>\n<p>How can Canada&#8217;s policymakers enable more timely, fair and effective spectrum licensing to benefit all stakeholders, including consumers?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Is Canada&#8217;s approach to spectrum policy driving up the costs of wireless services?
