We think that the Minister’s proposal<\/a> to vary the CRTC’s local forbearance decision<\/a> may unleash the incumbents sooner than expected.<\/p>\n

By removing restrictions on winbacks and promotions, the reality of price competition could be upon us as soon as next month, even before satisfaction of the ‘presence-test’ or the wholesale QoS metrics permit full forbearance.<\/p>\n
