{"id":1088,"date":"2007-01-18T16:11:00","date_gmt":"2007-01-18T16:11:00","guid":{"rendered":"https:\/\/mhgoldberg.com\/blog\/?p=1088"},"modified":"2017-01-25T18:58:10","modified_gmt":"2017-01-25T23:58:10","slug":"is-it-time-for-bi-partisan-legislation","status":"publish","type":"post","link":"https:\/\/mhgoldberg.com\/blog\/?p=1088","title":{"rendered":"Is it time for bi-partisan legislation?"},"content":{"rendered":"<p>In December, <a href=\"https:\/\/mhgoldberg.com\/blog\/?p=1148\">I wrote<\/a> about the desire by Minister Bernier to move forward on Telecom Act amendments in order to implement more the of the recommendations of the <a href=\"http:\/\/www.telecomreview.ca\/epic\/internet\/intprp-gecrt.nsf\/en\/rx00066e.html\">report of the Telecom Policy Review panel<\/a>.<\/p>\n<p>Some of the <a href=\"http:\/\/strategis.ic.gc.ca\/epic\/internet\/insmt-gst.nsf\/en\/sf08717e.html\">interventions<\/a> on the Local Forbearance direction call for a legislative approach, such as the intervention by <a href=\"http:\/\/strategis.ic.gc.ca\/epic\/internet\/insmt-gst.nsf\/vwapj\/CRTC-2006-15-cogeco-eastlink-rogers-submission.pdf\/$FILE\/CRTC-2006-15-cogeco-eastlink-rogers-submission.pdf\">Cogeco-Eastlink-Rogers<\/a>:<\/p>\n<blockquote style=\"text-align: justify; color: #666666;\"><p><span style=\"font-size: 85%;\">What is needed to address these issues is legislative reform \u2013 not piece-meal ad hoc interventions by the Governor in Council.<\/span><\/p><\/blockquote>\n<p>Despite these calls, as well as from others such as <a href=\"http:\/\/strategis.ic.gc.ca\/epic\/internet\/insmt-gst.nsf\/vwapj\/CRTC-2006-15-MCI.pdf\/$FILE\/CRTC-2006-15-MCI.pdf\">MCI<\/a>, for a legislative approach changing the <a href=\"http:\/\/www.crtc.gc.ca\/eng\/LEGAL\/TELECOM.HTM\"><span style=\"font-style: italic;\">Telecom Act<\/span><\/a>, we need to be somewhat realistic, given that this is a minority government.<\/p>\n<p>Telecom policy reform was a process launched by the last Liberal government.
